is it possible to use another bsnl broad band connection by giving their username and passwor?

hi i have a small doubt .. i have a BSNL broad band connection with limited usage(home500c).. now my doubt is it possible to get and use by giving another bsnl broadband connection user name and password???i alredy tested with another account..its wrking but that usage is chrged his accont or my account???pls help me…

The accounts will be charged based on the Usernames only in case of a dynamic IP.

The people , who subscribed for a static IP may be charged based on IP &/or Username. Most of the times, it would be for Username only. However, you can give it a try.
